In these cases, 'it' has no antecedent and the sentence carries no pronoun-based ordering constraint. Recognising expletive constructions frees you from searching for a nonexistent referent and allows you to focus on other ordering signals. This distinction is especially critical in paragraphs where multiple sentences open with 'it,' since misidentifying an expletive as referential leads to false pairings and cascading errors.
